What it means in California's IHSS program, in plain English.

The record a provider submits for each recipient and each pay period showing the hours worked. Non-live-in providers also enter a start time, end time and location (home or community) for each day. The recipient reviews and approves it, and the State Controller’s Office pays from it. Hours above the recipient’s authorized hours are not paid.
