Electronic Services Portal (ESP)
What it means in California's IHSS program, in plain English.

The state website, at etimesheets.ihss.ca.gov, where IHSS providers submit timesheets, check payment status and manage direct deposit, and where recipients review and approve those timesheets. Providers and recipients each register their own account; one person’s registration does not cover the other.
Since paper timesheets were phased out, ESP and the Telephone Timesheet System are the two ways to submit time.
