The Process

5 steps to get enrolled.

All steps must be completed within 90 days of beginning the process. If you have any criminal history, start with Step 2 first.

1
Complete & Submit the SOC 426 — Provider Enrollment Form
Your primary enrollment application. Must be submitted in person at your county IHSS office or Public Authority — it cannot be mailed.
  • Complete all fields honestly — disclose all convictions from past 10 years
  • Bring original photo ID + original Social Security card (copies not accepted)
  • Have recipient complete the SOC 426A (Designation of Provider form)
💡 Get the SOC 426 directly from your county — do not use versions from unofficial websites.

2
Live Scan Fingerprinting & DOJ Criminal Background Check
All applicants must be fingerprinted and cleared by the California DOJ. Wait for your county's specific Live Scan form before getting fingerprinted — previous results won't be accepted.
  • Bring county-provided Live Scan form + photo ID + payment ($12–$46)
  • Find locations at oag.ca.gov/fingerprints/locations
  • DOJ sends results directly to your county — receive Provider ID by mail (2–4 wks)

Attend IHSS Provider Orientation
Mandatory orientation covers program rules, timesheet procedures, EVV requirements, and provider rights. Format varies by county — in-person, online video, or self-paced.
💡 Schedule your orientation as early as possible — sessions fill up and delays push your start date back weeks.

4
Sign the SOC 846 — Provider Enrollment Agreement
A legal agreement confirming you understand your responsibilities as a provider. Signed at orientation, or electronically via AdobeSign in some counties.
  • Commit to providing only authorized services per the recipient's Notice of Action
  • Submit accurate timesheets for actual hours only — falsification is fraud

5
Register for the Electronic Services Portal (ESP)
The ESP at etimesheets.ihss.ca.gov is where you submit timesheets, check payment status, and manage your account. Both you and your recipient must register.
  • Register using your Provider ID + Social Security Number
  • Set up Multi-Factor Authentication (MFA) — reset password every 180 days
  • Non-live-in providers: download the IHSS EVV Mobile App for check-in/out
💡 You cannot be paid until your recipient also registers in ESP or the Telephone Timesheet System (TTS: 833-342-5388).

IHSS wages are negotiated at the county level and updated by CDSS roughly twice a year. Several counties — including Los Angeles, San Diego, and San Joaquin — saw larger-than-usual increases effective January 1, 2026. Rates below reflect those updates; always confirm your county's current rate with your county Public Authority.

Common Questions

Provider FAQ

Can my spouse be my IHSS provider?

No. A spouse or registered domestic partner cannot be paid as an IHSS provider for the other partner under California law. This is one of the most common misconceptions. However, adult children, parents, siblings, and other relatives can be paid providers.
How long does enrollment take?
+
Typically 2–6 weeks depending on how quickly you complete each step and how long the DOJ background check takes. All steps must be completed within 90 days of beginning. You cannot receive payment for services provided before enrollment is complete.
Is my IHSS income taxable?
+
It depends on your living situation. If you live with the recipient and have filed a SOC 2298 self-certification, your IHSS wages may be excluded from federal and California income taxes under IRS Notice 2014-7. Non-live-in providers pay standard income taxes. Consult a tax professional for your specific situation.
Do I have to use EVV check-in/out?
+
Non-live-in providers (those who do not live with the recipient) must check in and out at the start and end of each workday using the ESP website, IHSS EVV Mobile App, or Telephone Timesheet System. Live-in providers who file a SOC 2298 are exempt from the EVV check-in/out requirement.
What happens if I receive a violation notice?
+
Do not ignore it. Read the notice carefully, gather your timesheet records and ESP data as evidence, and respond in writing before the deadline stated on the notice (typically 10–30 days). You have the right to request an administrative review. Three violations result in a 3-month suspension. Contact your union (SEIU/UDW) or Disability Rights California (1-800-776-5746) for help.
Can I work for more than one recipient?

Yes. IHSS providers can work for multiple recipients simultaneously. However, your combined hours across all recipients cannot exceed the overtime threshold without triggering overtime pay. Travel time between recipients on the same day may count as working time.
