Authorized Representative
What it means in California's IHSS program, in plain English.

A person a recipient names in writing to act for them with the county: to apply, receive notices, attend the assessment and request a hearing. For IHSS it is set up through the county on its own form and is separate from a power of attorney or a conservatorship, which give broader legal authority.
