Aid Paid Pending (APP)
What it means in California's IHSS program, in plain English.

A protection that lets you keep receiving your current IHSS hours while you appeal a Notice of Action that reduces or terminates them — as long as you request your State Hearing before the action's effective date.
If you win the hearing, you keep the hours with no interruption. If you lose, the county may seek to recover the difference paid during the appeal, so this is a safety net for continuity of care, not a guaranteed final outcome.
