IHSS Glossary
All-County Letter (ACL)
What it means in California's IHSS program, in plain English.
← All glossary terms
A formal instruction from the California Department of Social Services to every county welfare department, telling counties how to carry out a law or regulation. ACLs are how most IHSS policy changes reach counties, from new wage rates to assessment rules, and they are public on the CDSS website. All-County Information Notices (ACINs) are the lighter, informational version.
